Who Takes the 2025 Citizenship Civics Test?

The Civics Examination Is Oral
The naturalization officer asks the civics questions orally during the naturalization examination.
The applicant answers verbally. The standard examination is not a written multiple-choice test.

The Officer Does Not Necessarily Ask All 20 Questions
12 Correct
Once the applicant answers 12 questions correctly, the applicant has satisfied the 2025 civics test and the officer stops administering civics questions.
9 Incorrect
Once the applicant reaches nine incorrect answers, it is no longer possible to reach the required passing score within 20 questions and the test ends.
20 Questions
If neither outcome is reached earlier, the officer can ask up to 20 questions from the official 128-question bank.
The Published Question Bank Is the Core Study Source
USCIS publishes the official 128 civics questions and acceptable answers for the 2025 test.
Applicants should study the USCIS version that corresponds to the actual test they will receive rather than relying on an old 100-question booklet.
Third-party courses and practice applications can supplement preparation, but the USCIS question bank should remain the controlling study reference.
Some Answers Can Change Between Studying and the Interview
Certain civics questions depend on who currently holds an elected or appointed government position.
USCIS expects the applicant to provide the answer that is correct at the time of the naturalization examination.
Applicants should therefore check official USCIS test updates shortly before the interview rather than relying on the name printed in an older study aid.
The 2025 Civics Change Did Not Replace or Expand the English Test
The Federal Register notice implementing the 2025 civics test expressly states that the change does not modify the English-language portions of the naturalization test. Applicants who are subject to English requirements still must demonstrate speaking and understanding and satisfy the applicable reading and writing requirements.
Qualifying Older Long-Term Residents Receive a Different Civics Format
Applicants who satisfy the 65/20 special-consideration rule receive a reduced civics study set rather than the ordinary 128-question bank.
USCIS asks up to 10 questions from the specially designated 20-question bank, and the applicant needs six correct answers to pass.
A qualifying applicant is also exempt from the English requirement and may take the civics test in the applicant's chosen language with a qualified interpreter.
50/20 and 55/15 Do Not Waive the Civics Requirement
