When USCIS denies naturalization after requesting additional evidence, the denial should be compared carefully with the RFE, the response, and the evidence already submitted. The central question is whether the applicant failed to prove eligibility or whether USCIS misunderstood, overlooked, or legally mischaracterized the response.
